'We Are Building the Model City of the Revolution' proclaim the signs, and indeed they are - massive public works projects are under way in this relaxed, incredibly livable city. There's a new, modern trole bus line to transports people from the gargantuan new intercity bus terminal (artist drawings suggest something akin to the Epcot Center) through the new, inner-city pedestrian-only boulevard, past the shiny new civic center and redeveloped botanical gardens, to the city's new crowning glory - literally - the Monumento al Sol Naciente, a circular sundial of massive stones on the scale of Stonehenge.
